Batgirl is by Tophat
Batgirl is hot on the heels of Tophat when she confronts him after a heist.
He throws a smoke grenade that freezes her instantly.
He takes his time to pose and mock her and then tells her that he is going to send his henchmen to have their way with her frozen and easily accessible body.
He leaves and she manages to unfreeze herself and chases him to his lair where he uses a magic wand to freeze her again.
He starts to strip the costume from her exposing her breasts and then leaves to get some lube and sex toys.
While he is gone she manages to escape again but this time retreats to get backup.
