She has him strip naked so that she can inspect everything and make sure that he's doing the stretches properly. Fluffy reluctantly strips before his doctor and she starts to laugh at the size of his penis. 

Dr. Valora didn't think everything on him would be so small, but his dick size matches his stature perfectly. She measures it and laughs in his face. Super embarrassed, Fluffy starts the stretches. After a series of them, Valora sees no change in his height so tells him she'll write him a prescription for the butt pills.
